16 new pharmaceutical factories opened in the Russian Federation

The Government of the Russian Federation has published a Report on the implementation of Presidential Decree No. 598, “On the Improvement of Public Health Policy”, which was issued on 7 May 2012.

One of the goals of the Presidential Decree was to bring the volume of domestically-produced medicines on the list of Vital and Essential Medicines to 90% by 2018 (according to the list of VEMs approved on 7 December 2011 by order of the Government of the Russian Federation, No. 2199-r). The current Report specifies that as of the end of 2016, the progress toward this goal was at 76.8%. This exceeded the State-planned target figure for year-end 2016, which was 76%

Also in 2016, 14 domestically-produced, import-substituting medicines were registered, 16 new pharmaceutical factories were opened, and the production of medicines increased by 23.75%.

By Decree No. 368 of the Government of the Russian Federation effected on 31 March 2017, changes were made to this State program. The changes provide for an increase in the amount of budgetary allocations for the implementation of the program by 16.1 billion rubles – from 92.2 billion RUB to 108.3 billion RUB.
