Sanctions will be imposed on pharmacists and drug manufacturers inflating prices of vital and essential drugs (VED). The Ministry of Health proposed to introduce fines for inflating prices of VED.
According to the Ministry, a corresponding draft federal law has already been prepared. Currently, it is at the stage of internal approvals and is being prepared for submission to the government.
For officials, the fines will range from 40 thousand to 50 thousand rubles; for legal entities, they will reach the double of excess proceeds generated by the sales of medicinal products at inflated prices.
The draft law was prepared at the instructions of the government. The Ministry of Health expects that it will enter into force on December 1, 2018.
According to the Federal Law “On Circulation of Medicines,” VED List is prepared by the Ministry of Health. The same document stipulates that the state sets limits for ex-works prices for these drugs. 2018 VED List includes more than 700 drugs ranging from ascorbic acid and paracetamol to the latest anti-tumor drugs.
