Speaking in St. Petersburg, Sergey Tsyb, the Deputy Minister of Industry and Trade of the Russian Federation, said that his Ministry received 7 applications from pharmaceutical companies for conclusion of special investment contracts.
The first special investment contracts in the pharmaceutical industry will be signed after the preparation of the necessary regulatory framework at the regional level in the context of the federal law on industrial policy.
In the near future, the Ministry will elaborate a decision on additional measures to support the manufacturing of substances as part of procurement for ensuring the state and municipal needs. Currently, the officials consider several options for granting the preferences to companies that have a full cycle production or use Russian-made pharmaceutical substances, including those in the form of price preferences.
“We will prepare the legal framework in such a way as to support the companies that develop their own products within Russia, such as substances, including the synthesized substances for the medicines that are already widely known,” said Sergey Tsyb by adding that it will be a well-balanced decision aimed at technology development, creation of new competencies in Russia in terms of developing and manufacturing the medicinal products, and which will take into account the importance of preserving the amount of investments and opportunities for the companies that manufacture finished dosage forms.
