The Russian Government has chosen Rostec Corporation to be the only contractor of Federal Treasury for development and maintenance of the Unified Information System of Procurement (UISP) in 2017–2018. RT-Project Technologies, which is a part of Rostec, will deal with UISP complex maintenance.
In the near future, a straight through process for the UISP development project implementation will be in place, starting from system planning of the procurements to placement of contracts. At this planning stage automated compilation of reference directories, classification codes and catalogues of all commodity groups will be done; transparent mechanism of competitive pricing, evaluation of the results and rendering of services will be elaborated. UISP will be supported by the feature of automatic notification about possible deviation in terms of both price and quality indices.
This approach offers the advantage of online automated analysis of large scope of information generating preliminary recommendations on pricing available for all participants of the procurements, including regulatory and supervisory authorities.
This will allow the government customers not just compare the starting prices, cut down the number of routine operations that require manual input and analysis of large volumes of data, make timely and balanced decisions, but to diminish corruption and ensure true price decline. In their turn, supervisory authorities will get additional preventive tool to exclude violations in procurement activity.
